The core functions are to ensure that communities are well services and are satisfied with the services they receive. Community Services is responsible for ensuring that plans and programmes are developed to focus on youth, sports and the under-privileged.

Services under Community Services:

  • Registration and renewal of drivers and vehicle licences
  • Public Safety & Traffic
  • Fire and Disaster Management
  • Education (Libraries)
  • Sport and Recreation
  • Community Service Centres (Thusong Centres – eMondlo and Xulu-Msiyane)
  • Community Halls
  • Refuse removal and verge maintenance

Sections under Community Service:

Environmental Services

Environmental Services is a section within Community Services Department which focuses on the following services:  Waste collection and waste management which is done by an appointed service provider. Waste disposal, recycling are done at the Vryheid Landfill site with the assistance of the appointed service provider.  Environmental Management, Street cleaning, landfill site management, and environmental planning are monitored by the Environmental Services manager. Verge maintenance is done through interacting with other stakeholders and community representatives to ensure that the community is satisfied with the services received.

Fire and Disaster Management

The Disaster Management Centre coordinates to ease and mitigate the effects of disasters. This includes both natural and unnatural disasters. It also reduces or avoids the potential losses from hazards, assure prompt and appropriate assistance to victims of disaster, and achieve rapid and effective recovery.

Social Services

Is responsible for mobilization, lobbying and motivating the community to seize developmental opportunities through social programs from the municipality and all other statutory bodies that are custodians of Social Services programs.  The key responsibility of the section is to co-ordinate the implementation of social upliftment programs and developmental projects in the following units and sub-units: Sport and Recreation, Arts and Culture, Museum Services, Library Services, Provision of Community halls and Provision of Recreational parks 

Public Safety

It consists of the following sub-components:  Traffic Law Enforcement, Road Safety and Logistics, Licensing (DLTC, VTS and Motor Licensing), Fire and Disaster, and Security. Licensing (DLTC, VTS and Motor Licensing), are regulated by the Department of Transport through Service Level Agreement. The key performances are to reduce the collision rate and therefore minimize the risk of death and injury. Ensure that our roads are safer by ensuring that vehicles and drivers are lawfully entitled to use the roads. To reduce the risk of fire. To be prepared for any type of disaster and to render assistance in the event of a disaster. To provide disaster management and emergency relief services. To oversee the administration of drivers and vehicle licensing and to ensure safety and security within AbaQulusi jurisdiction.
