Office of the Municipal Manager
Is headed by the Municipal Manager of Abaqulusi Municipality, it comprises of the all the Directorates and units which are by statute required to be accountable only to the Municipal Manager to keep their integrity and professional independence intact. Over and above that, the Municipal Manager oversees the Office Bearers offices (Office of the Mayor and Office of the Speaker). Further to this, the Municipal Manager has delegated functions to the Unit Managers of the following units:

Sections under Executive Department:
Internal Audit and Risk Management
Reports directly to the Municipal Manager with its aim of providing assurance on the effectiveness of internal control, governance and risk management process. This unit is utilized to curb cases of municipal fraud and corruption by ensuring controls are put in place for all financial systems.
Performance Management System
Is a unit that gives support to all departments in reaching their targeted key performance areas. This unit is a monitor which ensures the service delivery targets are met on a quarterly bases which ultimately translates to annual reports on service delivery progress.
Legal Services Management
Deals with all matters which have legal implications or are likely to have legal implications. The Unit is spearheaded by a legal Manager with the assistance of Legal Officer and Legal Clerk. All communications with legal representatives are directed to this unit for attention and proper case management.
Office of the Mayor
The Office of the Mayor deals directly with administrative responsibilities attached to the Mayor himself as the champion of the municipality. The key responsibilities gyrate on the functions such as the Special Programmes, Youth Desk, interacting with the organized sectoral and societal groups within the municipality. Furthermore, the Office of the Mayor ensures that the commemoration of the specific calendar events is given its deserved attention. Lastly, the project initiatives that seek to address the needs of the communities within the municipality also form part of the responsibilities by the Office of the Mayor. The record keeping for all activities taken place within or by the office.
Office of the Speaker
The Office of the Speaker is the one responsible for the Council Operations within the Municipality. These include but not limited to the sitting of the Council Meetings where the Speaker is mandated to chair. The other specific programmes within this office touch-on the public participation through the presence and operations of the ward committees, Rapid Response for when there are community protest actions. Overall, the office administers the outreach programmes and other responsibilities led by Councillors within their respective wards. Lastly, the record keeping for all activities taken place within or by the office.
